It is an effective political story. It is not an accurate economic one.

What the data show is far more nuanced. The United States is indeed outpacing Europe on headline growth. That part is real. Quarter after quarter, American GDP numbers look stronger. In one recent comparison the US economy grew eight times faster than the eurozone, which managed a tenth of a percent while the United States beat that figure with ease. This difference is not an illusion created by currency shifts or accounting tricks. It reflects higher productivity growth in the United States, stronger investment, and a demographic profile that remains more favourable than Europe’s. These are material advantages and they reveal real structural gaps.

Yet to jump from those facts to grand claims about European “civilizational decline” is to turn analysis into theatre. The United States is growing more quickly, but the European Union is still one of the largest and most advanced economic regions on the planet. Its labour markets remain stable. Inflation is drifting toward target levels. Living standards across much of Europe remain globally competitive and, in many sectors, outperform American norms once cost and purchasing power are accounted for. A slower growth profile does not equal economic illness. It equals a different model with different strengths and different vulnerabilities.

Why then the drama. Because it serves a purpose. The administration’s own national security strategy now speaks of Europe as a continent on the verge of losing itself, a place where current trends will render the region unrecognizable in twenty years. It warns that internal EU policies are eroding sovereignty and liberty and it openly states an intention to cultivate political resistance inside European nations. Such language is not a neutral economic assessment. It is political positioning wrapped in the clothing of economic diagnosis.

And that positioning does not fall on deaf ears. Nationalist movements in Europe hear the signal clearly. Parties like the AfD in Germany have seized on Washington’s rhetoric as validation and have used it to bolster their own claims about a European project supposedly in decay. The administration’s framing becomes a feedback loop. A strong America. A weak Europe. A proud nationalist revival sweeping the continent. It is a narrative that simplifies complex economic realities for political advantage on both sides of the Atlantic.

The truth sits somewhere far less dramatic. Europe is not collapsing. It is not unravelling. It is navigating a period of slow growth, productivity challenges, and regulatory debates that are real but hardly apocalyptic. The gaps between the EU and the United States are partly economic and partly structural, but the story of a dying Europe is a rhetorical construction, not an economic fact.

That story will continue to circulate because it is useful. It creates a contrast that flatters American power. It energises nationalist movements in Europe that reject Brussels and prefer bilateral dealings with Washington. And it gives political actors in the United States an external example to point toward when arguing that their own model is not only stronger but morally superior.

Economic data rarely shout. They whisper. And what they whisper today is simple. Europe is slower than the United States, yes. Europe is wrestling with productivity and demographic pressures, yes. But Europe is not on the brink. The rhetoric is doing the heavy lifting, not the numbers.

This fund supports regional festivals, translation projects, heritage preservation, and artistic mobility, placing local cultures on a continental stage.

Let’s consider some examples. In the north of Sweden, Sámi artists and musicians have received EU support to maintain traditional music forms like joik, while also experimenting with modern fusion styles. In the Basque Country, EU funding has gone into language revitalisation efforts, helping schools, theatres, and broadcasters produce content in Euskara, a language that for decades was banned under Franco’s Spain. In Friesland, the Netherlands, similar funding has supported children’s books, cultural programming, and visual arts in the Frisian language – another minority tongue that survives today in part because of EU cultural policy.

Following Russia’s invasion of Ukraine, the EU mobilised cultural solidarity quickly, supporting Ukrainian artists and cultural heritage sites both inside and outside the country. Cross-border cooperation projects in Poland, Slovakia, and Romania sprang into action, demonstrating how EU cultural infrastructure can respond nimbly to geopolitical emergencies.

In a world where many nations are becoming more inward-looking and where minority cultures are under threat from political centralisation, the EU stands as a rare example of a supranational body committed to diversity in action, not just in rhetoric. It is not perfect. Bureaucratic hurdles remain, and access to funding can be unequal. But the direction of travel is clear: support local, fund the fringe, and celebrate the plural.

If the soul of Europe lies in its mosaics of culture, then the EU, quietly, consistently, and strategically, acts as its curator.

But for a nation with Britain’s history, talents, and spirit, the path, though long, is both viable and vital. What lies at the end of that path is not simply a restoration of past privileges, but a reclaiming of our rightful place among Europe’s community of nations.

The first step must be political courage. While public opinion is shifting, particularly among younger generations and those long unconvinced by the false dawn of Brexit, the political establishment remains hesitant. The shadow of the 2016 referendum still looms large. Yet true leadership does not bow to ghosts; it charts a course forward. A future government must be willing to speak frankly to the British people: about the costs of Brexit, about the realities of international cooperation, and about the immense benefits of restoring our partnership with Europe.

While we remain a respected military ally through NATO, our absence from the EU’s decision-making tables has cost us influence on climate policy, digital regulation, and global standards. In an era defined by democratic backsliding and geopolitical rivalry, our values: openness, rule of law, multilateralism, are best defended as part of a European alliance, not apart from it.

There is also a human dimension to this story, one often lost in policy debates. Brexit severed the everyday connections that bound us to our neighbours: the right to study in Paris, to work in Berlin, to fall in love in Lisbon without visas or barriers. Young Britons have had opportunities stripped from them. Scientists and artists find collaboration curtailed. Rejoining is not just an economic necessity, it is a moral obligation to restore the freedoms our citizens once took for granted.

And we cannot overlook the unity of the United Kingdom itself. Brexit has aggravated constitutional fault lines. Scotland and Northern Ireland voted to remain. Canada’s Strategic Shift: Weighing the Costs and Benefits of Joining Europe’s ReArm Program

Canada’s decision to signal its intention to join Europe’s ReArm initiative marks a significant pivot in its strategic and procurement priorities, with implications that extend well beyond the defense sector. This pan-European effort, catalyzed in the wake of Russia’s invasion of Ukraine and the shifting tenor of transatlantic politics, aims to coordinate defense procurement, scale industrial capacity, and strengthen European security autonomy. For Canada, a non-European NATO member with strong ties to both the U.S. and Europe, alignment with ReArm offers both substantial opportunity and strategic complexity.

At the forefront of the appeal is diversification. Canada has long relied on the United States for upwards of 75% of its military procurement. While the U.S. – Canada defense relationship, particularly through NORAD, remains indispensable, the risks of a politically volatile or inward-focused Washington have grown. Europe’s response, particularly Germany’s ramped-up defense commitments, and the €800 billion EU proposal to stimulate continental arms production, presents an alternative axis of reliability. Canada’s participation could signal to both NATO allies and global partners that it seeks greater resilience in its defense posture.

One of the most concrete areas of cooperation could lie in the domain of submarine procurement. The CBC reports that Canada is exploring options for the German-Norwegian Type 212CD submarine, a next-generation conventional submarine being co-developed by ThyssenKrupp Marine Systems and Kongsberg. This class boasts extended underwater endurance through air-independent propulsion and quiet operation ideal for Arctic patrols, long a capability gap in Canadian naval strategy. The possibility of Canada becoming a formal partner in the 212CD project would not only address its aging Victoria-class fleet but also create industrial synergies through potential domestic assembly and technology transfer agreements.

Beyond submarines, ReArm opens the door to collaborative fighter jet production. Canada’s inclusion in discussions around final assembly of Swedish Saab Gripen fighters suggests that Ottawa is seeking industrial offset opportunities beyond its existing Lockheed Martin F-35 commitments. These talks, while preliminary, reflect a desire to reassert domestic defense manufacturing after years of outsourcing.

Still, the risks are considerable. Aligning procurement strategies with European standards could create friction in interoperability with American systems, particularly relevant given NORAD modernization and Canada’s Arctic commitments. There is also the question of cost. Canada’s new defense policy promises to increase military spending to 1.76% of GDP by 2030, a notable jump, but still short of NATO’s 2% target. Adding ReArm investments could strain the federal budget, and force trade-offs in domestic priorities.

Geopolitically, joining a European initiative risks being interpreted in Washington as a soft decoupling. While this may be overstated, managing the optics with U.S. defense officials will require careful diplomacy. At the same time, any major procurement projects pursued under ReArm would need to be justified as both value-for-money, and strategically essential in a Canadian context.

ReArm represents a chance for Canada to assert greater agency in its defense strategy, while leveraging European innovation and industrial momentum, but this is no risk-free proposition. Ottawa will need to walk a careful line: embracing new partnerships without compromising old ones, and ensuring that each procurement project is grounded in long-term strategic logic, not simply in search of novelty.
